- In 2021, Queens County had 41,850 K-12 English Language Learners (ELLs), yet only 2,814 were enrolled in a One-Way or Two-Way Dual Language Program\nSource: https://data.nysed.gov/ell.php?year=2021&county=34\nMany families lack sufficient information about the types of ELL programs available in New York State, including their rights to access these programs and the specific resources designed to support their children. Currently, decisions about ELL program placement are often based on school-administered screenings, with little transparency or proactive communication with parents about their options. This gap leaves families, particularly those in underserved communities, unaware of the choices and resources available, potentially limiting students’ opportunities for academic success and bilingual development.
- What is the solution to the challenge?
- The solution is to collaborate with subject matter organizations, such as those within District 30 and the New York State Association for Bilingual Education (NYSABE), to design, implement, and promote comprehensive information workshops and actionable community plans. These initiatives will aim to educate families of English Language Learners (ELLs) about their rights, the variety of ELL program options available (including Dual Language Programs), and the resources tailored to their needs. By empowering parents with knowledge and support, the initiative seeks to ensure equitable access to programs that enhance bilingual education and foster academic success.
