Despite the existence of shelters, many individuals and families remain on the streets or in temporary accommodations due to concerns about safety, overcrowding, and lack of supportive services. This issue is exacerbated by the borough's high cost of living, limited affordable housing options, and inadequate mental health and substance abuse treatment resources.
