- Enabling as many New Yorkers to be progressive, self sufficient and independent.

- Established desperately needed \n1] 'Clean City Streets' initiative use workers from this new \n\n2] 'Mandated Work 'Certification Center(s) program'... \n\n\nSuggested allotted training time frame 6 to 12 weeks or 3 to 6 months...\n\n whichever is cost effective and provides sufficient training time to acquire a ged, learn to speak 1st language English, vocational, computer, etc. hands on job training. \n\n\nEach applicant must be vetted by the police dpt prior to pursuing certification center(s) program to ensure not on a wanted list associated with crime or committed punishable offenses...murder, swindling, scamer, pedophilia, rape, physical abuse, human trafficking, organ stealing, identity theft, shop lifting, any other form of unlawful activities. \n\n\nCertification program attendees must be enroll or collaborate with the unemployment workforce centers to be tracked as well as monitored on record in the system via their ss#, assigned work permit#, along with drivers/non drivers licenses #\n\n (so alerts are made if anyone commits DUI and or other criminal offenses \n\nFor eligible graduates seeking/retaining skill type jobs including stacking shelves, lifting materials/boxes, holding construction street signs and street sweepers for desperately needed new 'Clean City Streets' initiative.\n\n\nIF/When they pass the 'mandated certification program' perhaps supply up to 6 month 'temporary aide' allowing time to be situated as a 'productive non parasitic' NYC/NYS resident. \n\n\n(There should be NO Recertification for this mp aide. If injured, get workers comp.)\n\n\nMANDATED Attendees should include 'all unemployed' youth who are high school graduate and or drop out; adults; drunk, drug abusers seeking free enabling money 'after rehab...methadone is not the answer';\n\nUnskilled migrants sent from outer state accepted/rescued; individuals recertifying for benefits that's 'able but never worked, without documented disabled child, children; other residents that cannot provide 10yrs verified nyc/nys income tax returns.\n\nUpon successful certification completion a one shot 6 months temporary benefits available for those in need until stable.
