    During rains & snowfalls, NYC drains & catch basins get filled not only with water but also with leaves and twigs from trees. If we prevented or reduced the amount of leaves & twigs that get into the drains & catch basins, there will less flooding on our streets.

    Similar to the Summer Youth Employment Program, can we have an arrangement where young people (Or another group) sweep the curbs & put the leaves into composting bins on the street corners. The vehicle that sweeps the streets does not move everything.
