- A. Philip Randolph Square has been completely underutilized--if you walk down 116 between Lenox and Frederick Douglass, there are tons of younger adults and teenagers socializing on the street because there isn't anywhere else to go. I propose turning A Philip Randolph Square on 116/117 and Adam Clayton Powell/St Nicholas into a space where people can spend time and socialize. The park is currently empty, and the anti-homelessness measures that have been taken make it impossible for anyone to use the space, homeless or not. Put programming, benches, etc, whatever is easy to manage, in the space that the local community, particularly young people without other places to socialize, can USE.
