What problem would you like to solve?
There needs to be more places, people, and funding to spay and neuter rescued animals and TNR animals.
People who engage in TNR (trap/neuter/release) help keep stray and feral cats from reproducing, thus preventing more homeless animals. For those people who adopt animals from rescue groups, shelters, or other sources, the cost of fixing their new animal family members is often prohibitive for them. The result is animals reproducing (if it's a multi-animal family or they let their animals out) as well as compromised health and behavior problems. The facilities/vans/groups that do offer reduced cost spay/neuter are usually backed up for months, resulting in people eventually giving up on fixing their animal family members or discovering their animal has already gotten pregnant.
More vans for spay/neuter need to be available in all communities, especially in lower socio-economic neighborhoods where access to and affordability for this procedure is sorely lacking. Additionally, funding for more vans and for the doctors who can perform the procedures is essential if this plan is to be viable.
First this plan would help neighborhoods which are sadly, inundated with homeless animals. Secondly, it would help individuals who want to spay/neuter their cats and dogs but don't have the means and/or access to do so. And finally, population control would help the non-human animals, as it would lead to a significant reduction in the numbers being brought to shelters - either to spend their lives in cages or, to be euthanized.
